Properties lying empty should be targeted before any new build.
Local services and infrastructure need to be taken into account. I do not believe Llanfairfechan can support 400 more households.

Not accepted. The Council has an empty homes strategy. Empty buildings which are suitable for conversion have been included in the dwelling requirements via windfall. The impact on infrastructure will be assessed and mitigated for where necessary to ensure that the site can be accommodated.
