The HBF considers that Option 5 is the best growth option as it is both aspirational and employment led which links back to the Councils wish to be the 'economic and cultural growth engine of North Wales' (see Plans proposed vision) and the adopted Conwy Economic Growth Strategy. Its is also the most likely to meet the affordable housing requirement of the area.
