Whereas this may be supported it's quite obvious that there are existing areas that were previously developed and left to stand. It's important to people ( especially Kinmel bay) that existing brownfield sites that are subject to high flood risk are referred to as unacceptable for any development until the "back door" flood issues are addressed by both Council and NRW. People are pretty much scared and this is generally an aging populated area.
